The Prison, affiliated to the Agency of Corrections, Ministry of Justice, has one Superintendent, one Deputy Superintendent and one Secretary. Under the Prison are six Sections: Investigation and Classification, Edification and Education, Business, Sanitation and Health, Guard and Control, and General Affair, as well as three Offices: Government Ethics, Personnel and Accounting, with the authorized number of the staff being 167.

Organization of Tainan Second Prison, Agency of Corrections, Ministry of Justice

 

I.Investigation and Classification
1.New inmates’ orientation: illustrating the purpose of sentencing. Inmates are expected to have mutual respect and reject drugs by way of broadcasting videos about prevention of bullying the new and the weak and anti-drug advocacy.
2.Psychological testing: using the Brief Symptom Rating Scale to understand the physical and mental adaptation of new inmates.
3.Photographing and archiving: inmate’s appearance and tattoos are photographed and archived for the sake of preparing ID and image recognition.
4.After-care services: providing the fund for travelling back home, settlement, medical care, elderly care and other related services.
5.Prison guidance: with the help of Taiwan After-care Association, employment center and legal aid organizations, inmates are provided with the introduction and guidance about serving time in the prison in order to understand related resources about protection.
6.Vocational class: courses are delivered in small groups, to improve the vocational awareness of inmates after leaving the prison.
7.New-generation anti-drug strategy: the Drug Abuse Prevention Center provides drug offenders with assistance in transition, helping them return to society smoothly.


II.Edification and Education
1.Edification
Providing individual, collective, classified, religious and life education.
2.Progressive corrective measures, sentence-shortening and parole rules
(1)Inmates serving over a 6-month sentence are treated with progressive levels which ascend from the fourth level to the first level; (2) inmates on the third or higher level and with more than 10 points are allowed to shorten their sentence; (3) inmates on the second or higher level who have served the legal sentence and show evidence of repentance are allowed to apply to the Ministry of Justice for parole with the approval of Parole Review Committee.
3.Cultural and Leisure Activities
Cultural and leisure events and competitions such as film appreciation, calligraphy and painting, ball games, chess, and fun games will be held. Book-lending and social activities like family visits and telephone communication will be held to improve the physical and mental health of the inmates and alleviate their homesickness.
4. Drug treatment class and artistic and cultural training classes:
Treatment classes for drug and alcoholic abusers, and reading clubs will be organized, and local crafts and different e-learning classes will be introduced. Social resources are integrated to offer artistic and cultural classes to improve the inmates’ temperament and character, and increase their confidence and competitiveness for returning to society.

III.Skill training
Aiming to train the inmates to acquire skills for making a living, form habits of hard work, and strengthen body and mind, the Prison provides general business, self-run business and independent work release program, hoping to help them return to society as early as possible.
1.General business:
The Prison invites manufacturers to entrust us with commissioned processing labor. At present, the processing projects include paper bag processing, embroidered fabric product manufacturing, straw braiding, laundry, etc.
2.Self-run business:
The Prison provides baking and ceramics skill trainings, enabling inmates to acquire skills to make a living, which aims to reduce the possibility of recidivism.
3.Independent out-of-prison labor
To assist inmates who are going to be discharged from prison to transit and become employed, the Prison started to implement independent work release program for inmates on September 11, 2017. Inmates go out for work during the daytime and return to prison at night on their own, providing them with opportunities to adapt to social life in advance and the courage to walk on the path of rebirth.


VI.Medical care
1.Sanitation, health and medical care
(1)Long-term care organization (agency) management and sanitation education on various diseases
(2)Implementation of health examination.
(3)Vaccination (flu) and cancer screening
(4)Urine screening and examination.
(5)Epidemic disease control: chest X-ray screening (TB screening); screening for sexually-transmitted diseases (AIDS, syphilis).
(6)Health insurance medical care: Sinying Hospital of the Ministry of Health and Welfare assists in opening health insurance medical clinics and providing specialist medical services such as family medicine, surgery, urology, dermatology, mental health, ophthalmology and dentistry.
2. Sanitation administration
(1)Medical records management.
(2)Transfer inmates under disease surveillance and medical treatment on bail.
(3)Remind inmates of their various medical expenses and contact cooperative medical resources.
(4)Notification about inmates with AIDS, psychosis or tuberculosis leaving prison.
(5)Urine screening and testing results management.
(6)Check and approval on over-the-counter drugs purchased on behalf of inmates.
(7)Ambulance management.


V.Guard and Control Management
The correction organization’s edification, medical care, skill training, etc., shall all be built on the basis of guard, control, safety and order. Therefore, guard and control management is the cornerstone of correction work; while constructing a safe environment for performing duty and improving the professionalism of guard and control staff are important topics for correction work. With respect to hardware and software, the improvements are as follows:
1.Hardware:
(1)Fences are installed to control the access of personnel, and monitoring equipment is utilized to strengthen the safety of entries and exits.
(2)Signal light and radio intercom system are set up in each cell to keep track of inmates’ status in the cell and immediately deal with their problems.
(3)An alarm system is installed to require police support when necessary.
2.Software:
(1)Strengthening staff’s competencies on guard and control
Monthly combat courses are organized to improve staff’s self-defense ability. Guard and control cases and orders and letters from the Agency of Corrections are provided and publicized on a regular basis to keep staff informed of any new knowledge of guards and control in the correction organizations.
(2)An emergency response team with selected members and classified emergency response tasks in this prison is formed to deal with any emergencies and reduce the risks.
(3)Regular emergency response drills
Emergency response drills for fire, earthquake, and escape preventions are conducted every year, so that the prison staff can familiarize themselves with various response devices and standard operating procedures.

VI.Life Necessities
1.Food
In consideration of a balanced diet and health, staple and non-staple food based on a prescribed amount are distributed to the inmates. Besides, the business income surplus, cooperative store profit and fund for swill and waste oil are allocated to subsidize the food cost. When it falls on holidays, extra food will be supplied. Quality, quantity, hygiene and nutrition are all considered.

(2)Building a clothes drying field
To reduce the inmates’ risk of getting skin diseases and protect their health, the clothes drying field is built for inmates to dry their clothes in the sunlight.
3.Accommodation
(1)Implementation of “one inmate, one bed” policy
(2)Periodic use of UV germicidal lamps and sterilization of cells
(3)Screens are installed on the air vents of cells.
